A practical sequence for platforms that send on behalf of their customers — identifying the tenant, stopping the bleeding without taking everyone down, what a blocklist operator actually wants to read, and the consent-record obligation buried in your provider's terms that almost nobody has captured.
A note on method. Where we quote a contract, a policy or a standard, we read the document itself rather than a summary of it, and we record the date we read it. Where we could not establish something, we say so rather than filling the gap. Where the evidence cuts against a conclusion we would prefer, we publish that too.
